Title: Assistant Director, Human Resources
Description: The Assistant Director of Human Resources assists the Director in administering a human resources program and ensuring compliance with university, state and federal policies, procedures, laws and regulations. Assists with employee relations programs involving faculty, staff, and student employees. Works closely with the Director to ensure compliance with state and federal directives pertaining to recruitment, selection, classification, compensation, training, and evaluation of university employees. Assists the Director in compliance with Affirmative Action, Americans with Disabilities Act, Fair Labor Standards Act, and related legislation. Assists in administrative oversight of employee benefit programs, employee classification, compensation, conflict resolution, employee counseling, termination, recognition, training and development, and personnel records management. Assumes duties of Human Resources Director during director's absence. Reports to the Director.
Examples: Assists in interpreting and adapting relevant state and federal human resource regulations and assists directly in administration of numerous employee programs such as staff educational incentive program, dependent educational assistance program, employee service recognition award ceremony, retiree recognition ceremony, sick leave pool and faculty sick leave. Responsible for the maintenance of personnel records for faculty and staff and the preparation of human resources statistical reports and surveys required by state and federal agencies. Maintains files on all inactive employees and handles related inquiries on past employees, including retired faculty and staff. Performs the administrative processing of new hires and terminating employees. Studies human resources needs and problems and recommends appropriate actions. Assists the Director in decisions related to management of records and data standards within the HRS computer system. Responsible for accuracy of HR data reported to the state. Operates a personal computer for information retrieval and data entry into university mainframe. Performs maintenance of data tables for the classified pay plan and job descriptions, including website maintenance. Compiles and analyzes salary surveys and other statistical data. Assists with employee training. Provides administrative support to the Benefits Coordinator and works closely with the Director to ensure compliance of the retirement and savings programs. Performs related work as assigned.
Physical Condition:
Experience: Three to five years of progressive human resource experience, preferably for a public agency. Must be experienced in the use of computers and computer software programs such as Word, Outlook Excel, and Access. Experience in salary administration, employee relations, and fringe benefits administration is desirable.
Knowledge: Must have extensive knowledge of federal, state and university laws and regulations relating to human resources administration and implementation, including AA/EEO, ADA, FMLA, FLSA and tax-sheltered retirement plans. Requires excellent computer skills including the use of Microsoft computer programs and automated human resource systems.
Education: Prefer graduation from an accredited college or university (with courses in Human Resources, Business, or Social Science) or equivalent experience
Additional Requirements: Requires excellent oral and written communication skills. Must be able to plan, organize and coordinate programs and activities within prescribed time frames, while maintaining effective working relationships with others. Must be able to read and interpret human resource rules and policies and communicate these to employees. Ability to utilize computer technology in conjunction with human resources system.
